Minister of State for Manicaland provincial affairs Dr Ellen Gwaradzimba says the devolution policy has left people duty bound to develop their respective areas since economic development is not only government’s responsibility.
Speaking at a breakfast meeting with the business community recently, Dr Gwaradzimba said failure to turn around the economic fortunes of the provinces would be attributed to lack of innovation therefore the business community have a key role to play in economic turnaround.
She added that the people of Manicaland would be to blame if the province fails in its economic turn-around efforts because the devolution process seeks to empower them to make economic decisions on issues affecting them.
